This is something of a grey area, but the Dutch Tax Administration asks one key question:  “What do you do yourself?” The more actively involved you are in managing the letting process, the greater the chance that the Dutch Tax Administration will tax you for active asset management. The same applies if you buy and quickly sell property for a profit without letting it. If you outsource the management completely, you avoid the risk of additional taxation.
