The Affordable Rent Act: what does it mean for you?
The Affordable Rent Act came fully into force on 1 January 2025, although important changes were already introduced in 2024, bringing new requirements for landlords. With the increase in the deregulation threshold and the introduction of mandatory points assessments, many properties entered the regulated rental sector. During the transition period, non-compliance was often tolerated, but from this year municipalities have stepped up enforcement. Rotterdam City Council has now established a reporting point and a team to address alleged misconduct by landlords.
This means landlords must now fully comply with maximum rents under the housing valuation system (WWS). Temporary tenancy agreements are no longer a standard option, and municipalities have powers to act when rules are breached. Although this creates additional obligations, a more stable rental market also offers benefits. Rent increases in 2025
From 1 January 2025, the maximum rent increase for private-sector rentals was set at 4.1%, while the maximum permitted increase for mid-market rentals is 7.7%. These increases are linked to inflation and collective-agreement wage growth over the previous year. Landlords of mid-market homes must remain within these limits to avoid fines or complaints from tenants.

Little changes for private-sector landlords, but it remains important to monitor the wider impact on the housing market.
